I welcome you all, particularly the five overseas visitors and those from remoter parts of Australia, to this symposium on the reform of the Australian personal income tax. Although the quest for an equitable and effective personal income tax may be likened to the pursuit of a mythical beast, the importance of the topic is undeniable. There is a wide-ranging consensus that the Australian personal income tax regime is in need of reform. That consensus has prevailed for quite some time now. It has not, however, generated the kind of reform that goes to the core of the problems inherent in the system. Changes have been made but they have scarcely deserved the title of reforms.
