On Monday 7 September 2009, Dr Michael Dirkis FTIA and Angie Ananda FTIA represented the Taxation Institute on a teleconference organised by the Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) to consult with tax practitioner members of the ATPF regarding the impact of the new Paid Parental Leave (PPL) scheme on employers, employees and other stakeholders. Much of the discussion focused on the key design element being of the proposed scheme the payment of the PPL benefit through the employer rather than through Centrelink. There was universal concern with this proposal ranging from compliance costs and the impact of the receipt of PPL by employers in the context of satisfying certain income and turnover tests to protecting employees where employers become insolvent before passing on the PPL benefit. Other issues discussed included eligibility requirements and employer responsibilities.
