Policy and advocacy

Members can volunteer for policy and advocacy in a number of areas.

Writing or reviewing submissions

The Tax Institute aims to be at the forefront of the development of tax policy and administration. The government, ATO and state revenue offices regularly call for submissions on new laws, law interpretation and administrative practices. Members who are interested in writing or reviewing submissions on a particular topic are invited to contact our Tax Policy and Advocacy team ( to see how their technical expertise can be best utilised.

Technical committees

The Tax Institute has technical committees in the following areas:

  • Large Business and International
  • GST
  • FBT and Employment Taxes
  • Dispute Resolution
  • Superannuation
  • Not-for-profit
  • Tax Reform
  • Technical Resource (which focusses on SME and tax practitioner issues)

The committees are comprised of members who are experts on the particular area. Our committee members lead the development of our policy positions by contributing to our submissions to the ATO and government and by representing the Institute in consultations with key stakeholders. Membership of our national technical committees is reviewed annually. Members who are interested in joining one of our national technical committees should contact our Tax Policy and Advocacy team (

Continuing Professional Development

There are various CPD committees which are made up of members with appropriate experience in the profession, who have expressed an interest in assisting with the development of its CPD programs.

Responsibilities of the CPD/Event Committees include:

  • developing a relevant technical program
  • assisting in sourcing and contacting appropriate technical speakers
  • assisting with the title of the event
  • assisting the Tax Institute staff to ensure marketing materials adequately promote the event
  • provide feedback on programs currently under development.

Some of the CPD committees include:

  • National Professional development Committee;
  • National Events Program Committees (GST, Financial Services, Annual Tax Intensive; State Taxes, Superannuation)
  • National Convention Program Committee; and
  • CPD Committees in each of the states including NSW, Victoria, Queensland, SA, WA.

As well as volunteering on these committees the Tax Institute is always looking for recommendations of relevant and experienced technical speakers for these CPD events. All speakers are required to provide a technical paper relevant to the event audience. All speaker suggestions will then be reviewed by the Tax Institute and relevant committee.

Contribute to our journals

We welcome contributions from all tax practitioners and specialists on relevant and timely issues for our journals, Taxation in Australia, The Tax Specialist and Australian Tax Forum.

Information Products Working Group

Publishing offers participation via the Information Products Working Group (IPWG). The group informs publications strategy and content, and discusses emerging topics, technologies for publications and markets. All new products published by the Institute are subjected to testing and opinion by the IPWG - which acts as an informal focus group. The group meets on an ad hoc basis when new product strategies require discussion.


State membership committees

State membership committees are responsible for supporting state-based membership activities including:

  • membership social events (eg cocktail functions, trivia nights)
  • promotion of the Institute in tax discussion groups
  • membership drives/firm visits/firm champions
  • tax teachers liaison and
  • university visits/ student membership promotion.

There is a state based membership committee in NSW, Queensland, Victoria, South Australia and Western Australia.

National Membership Committee

The National Membership and Services Committee is made up of one representative from each state in Australia, with a national councillor as the Chair of the committee.
The main responsibilities of the committee are:

  • to determine the classes of Membership that The Tax Institute will offer
  • set up the entry requirements for each class of membership
  • agree on the Post-nominal’s for each class of membership
  • set up the CPD requirements for each class of membership
  • determine what is relevant CPD
  • advise on membership by-Laws
  • consider and respond to any requests from the National Council
  • offer advice on the membership recruitment strategies
  • offer advice on the benefits of membership and
  • discuss State membership initiatives.

The Tax Education Program

The Tax Education Program relies on volunteers' input in a number of ways including:

Education Advisory Board

Appointed by National Council, the role and responsibilities of the Education Advisory Board are to:

  • ensure that the curriculum and subject content produces graduates with the skill sets and knowledge assets who can be readily employed in the tax profession and advise National Council and the Education Quality Assurance Board accordingly.
  • capture and articulate all the taxation profession's training and education needs and advise National Council and the Education Quality Assurance Board of any emerging trends requiring changes to the curriculum.
  • report to and advise National Council on professional association activities.
  • exercise any other functions as requested by the National Council.

Education Quality Assurance Board

Appointed by the National Council the role and responsibilities of the Education Quality Assurance Board are to:

  • advise National Council and the Education Advisory Board on all matters relating to and affecting subject design, development, delivery and assessment.
  • establish all educational policies and procedures to provide a quality framework for the delivery of the Taxation Institute of Australia subjects.
  • establish sub-committees where required for advanced standing, exemptions, candidate appeals on assessment decisions and admission to subjects.
  • decide all candidate disciplinary cases and report outcomes to National council for the implications on the candidate's current or future membership.
  • consider and report back on any matter referred by the Education Advisory Board particularly on curriculum relevance and currency.
  • exercise any other functions as requested by the National Council.

Subject convenors: Support the Institute by providing a technical overview of the subjects and respond to lecture and candidate questions.

Lecturers and tutors: Bring a practical focus to the Institute’s subjects by presenting lectures.

Topic and group leaders (CTA3 Advisory only): Are specialist tax practitioners and lead discussion groups in their area of specialisation.

Content writers: Amend, update, review and enhance the study materials for the Institute’s Tax Education Program

Reviewers and editors: Review and edit study materials for technical accuracy.

Examiners: Mark candidate papers for each subject. Examiners for CTA3 Advisory also conduct the oral presentations.

Assessment writers: Write the exam and assignment questions for each level of the Institute's subjects.

Assessment markers and review markers: Apply the marking guide for each of the Tax Institute's subjects.

Trial sitters: Usually past candidates who trial exam papers to ensure the assessment practices of the Institute are fair, valid and reliable.
