On Monday 24 March 2014, Tax Counsel Thilini Wickramasuriya ATI attended a meeting of the ATPAG on debt issues. This has been planned as the first of a series of sessions conducted by the ATO with the ATPAG to consult on debt issues. The purpose of the consultations is provide feedback to the ATO on how it can assist in preventing taxpayers from falling into debt (including understanding the triggers of debt) and supporting businesses in debt. In this meeting, the issues discussed included:
- The impact of default on BAS instalments on existing payment arrangements and ability to enter into new payment arrangements.
- Whether tax agents should be able to negotiate payment arrangements on behalf of their clients.
- The extent of the engagement of external collection agencies by the ATO
- Process by which external collection agencies obtain access to ATO records.
