"If a person has a Notice of Withholding Tax, it will have a due date of say 21 March 2013, at the same date the S of A will issue showing the withholding tax payment as overdue.

I will have to see if Debt Collection will chase the amount overdue, despite the Notice.  The Notice, a specific legal notice, obviously overrides the S of A.

To deal with the maladministration the client will probably have to pay the amount early, or we waste our time telling the ATO the S of A is wrong, that will be fun.

Really, ATO, how many times do members have to write in to advise of the silly things the administration is getting wrong?"
