On ATO correspondence

"I wonder how the ATO manages to survive when their correspondence system is such a disaster.
I have today received from the ATO two envelopes relating to the same client. A sole trader business.
Envelope 1 (dated 22 January 2015) contains a “lodge immediately” requesting tax returns for 2013 and 2014. The standard warning of imposition of fines and interest penalties, and threat of audit investigations.
Envelope 2 (dated 23 January 2015) contains the Notice of Assessments for the individual taxpayer for years 2013 and 2014!!!!!! The returns were lodged on 15 January 2015. Surely enough time for the system to be updated so that the threatening letter of envelope 1 was circumvented. The waste of public money is another issue the ATO should be held accountable for.
Disbelief that the ATO systems could be that incompetent. Obviously the right hand does not know what the left hand is doing.
I have thrown the letter from envelope 1 in the WPB filing cabinet.
