On streamlined returns and "push out" email and SMS messages

"I read with interest the first key message from the ATO regarding Streamlined Tax Returns, in last week's TAXVINE - see 2013 TAXVINE No 47 (6 December 2013) - under the heading 'ATO Tax Practitioner Advisory Group' in the Senior Tax Counsel's Report.
At a time when scam and virus-infected emails, supposedly from the ATO, have increased in number, what guarantees do we have that these pre-prepared tax returns cannot be used by scammers? In the past, we have relied on the fact that the ATO does not send any emails to ensure the safety and integrity of clients’ data. So I do wonder at the wisdom of using emails and SMSs to ‘push out’ their messages.
