08 Feb 2019 Taking a credit to pay another account before the due date

I am sure it has been noted but I will again raise the issue as it has not been resolved. 

The client has various Branch ICA, ITA, one of them ended with a credit. This credit was taken to pay a current lodgment BEFORE the due date of the current lodgment. The client is informed of the transfer to ‘another Commonwealth debt’ by mail, and of course paid the current lodgment on time, so now separately has to chase the credit taken. 

Why does the Commissioner take a credit to pay another account BEFORE the due date of that account? 

I suggest the answer is the Commissioner can’t be bothered to script the programming to act fairly and reasonably.
