Senior tax counsel's report: In an election year Budget, is tax reform just a pipe dream?

With the federal Budget to be delivered in May, the prospect of tax reforms being pursued four months from the federal election seems remote, yet there are cogent arguments for the government to ensure that our tax system is prepared for the challenges of the coming years.
